(Clinton, IA) -- The city of Clinton is making changes to its animal control code.

Pets are now required to be on a leash on all city property including parks.

Households are limited to six pets if those pets aren't microchipped, spayed or neutered.

The city says the leash requirement is because of an increase in animal bit incidents.
