Chicago and Mendota teachers are on strike. The children are not in school. The issue is money. Specifically, the teachers want more money.
The taxing bodies are destitute. Chicago just does not have a spare 2.5 billion dollars stashed away to give raises to its teachers.
No solution presents itself.
