The city of Washington, D.C., on Friday began obeying an order from the U.S. Court of Appeals that a citizen need not show a "good reason" for wanting a permit to carry concealed. The citizens will just have to pass a background check and weapons training.
This rule went into effect at 8 a.m. this morning.
