When you lie about money in the private sector it is called fraud. When you lie about money in the public sector it is called public policy. It has become public policy to build fairly rapid passenger train systems in the United States.
Two lies are required. One is the cost of building the system. The second is that somehow it will pay for itself.
California's "bullet" train is an economic disaster. The cost is astronomical and rising. Illinois is attempting to follow suit, building a passenger rail system that will never pay for itself.
The "public policy" statements will continue, and the demands for "public money" will escalate.
