Problem For Incoming Davenport Superintendent

The incoming Davenport schools superintendent is running into a problem as he's about a month away from starting his new job.

Dr. Robert Kobylski had asked for a waiver for his Iowa administrator license, but a state board found problems with his request. Among the problems were the lack of college credit coursework and a program that was uniquely made for Wisconsin.

Kobylski was hired in February to replace Dr. Art Tate. His start date as Davenport superintendent was set for June 1.
