A lady from Davenport was obeying traffic laws and entered an intersection at 2:38 in the afternoon. An idiot running from a police car at 80 to 90 miles per hour ran the intersection and struck her vehicle. She died.
He is charged with "homicide by vehicle.' Why not "premeditated murder in the 1st degree"? He knew he was at risk of killing another person, and kept running from the police.
The legislature needs to look at "intent" in our murder statutes.
