Davenport School Superintendent

The Davenport School District needed a new superintendent after the old one flamed out. So they hired a man with no license to practice in the state. One might think that would be a requirement to apply for the job.

Having tried for months to get a license from the state, the new hire still has no license. So the school board extends the term the assistant superintendent will do the job. One would suspect he has a license.

Why did they not hire the license holder in the first place?
