(Davenport, IA) -- The Scott County Attorney is offering more details on her decision to not file criminal charges against Andrew Wold.
He was the owner of the Main Street apartment building in Davenport that collapsed in May of 2023 killing three men.
Kelly Cunningham says while there was negligence in maintaining the building, there wasn't evidence to support criminal intent.
An Iowa Division of Criminal Investigation report says Wold rejected repair estimates because they were too high.
The report also says the last contractor to work on the building didn't shore it up properly.
Wold, contractors, and the city of Davenport still face a civil trial.
