(Rock Island, IL) -- A proposed ordinance that would place restrictions on where crops can be planted on vacant and occupied lots in Rock Island is drawing controversy.

A proposed ordinance would prohibit homes and vacant lots from having crops over four-feet tall in the front yard, or within 10-feet of the property line. And only 30-percent of a vacant lot could have crops.

Supporters of the ordinance say home gardens in the West End are out of control and attract rodents.

Opponents say home gardens prevent food insecurity and the proposal violates the Illinois Garden Act.

Council will discuss the ordinance again Monday.
