(Springfield, IL) -- Illinois' House Speaker is defending the legislature's choice not to take up the issue of using public funds for a new Chicago Bears stadium in Arlington Heights.

Speaker Emanuel Chris Welsh says talking about public funds to replace a stadium that's just over 20 years-old while people are having trouble making ends meet is insensitive.

Bears ownership has said they're looking for property tax breaks and more than $800-million in state support for infrastructure upgrades at the Arlington Heights site.

They've said they'll consider stadium sites in northwest Indiana if a deal isn't done with Illinois.
